The European Accessibility Act (Directive (EU) 2019/882) was transposed into Netherlands law as Implementing Act on Accessibility Requirements, with enforcement from 28 June 2025.

Surveillance authority
Authority for Consumers and Markets (ACM) oversees market surveillance and complaint handling in Netherlands.
Maximum penalty
€900,000 or 1% turnover — Netherlands sets administrative fines for serious or repeated non-compliance.
Who must comply
- Manufacturers of in-scope products placed on the Netherlands market.
- Importers and distributors with a Netherlands presence.
- Service providers offering covered services (banking, e-commerce, transport, ebooks, audiovisual, e-comms) to Netherlands consumers.
- Micro-enterprises (< 10 employees, < €2 million turnover) are exempt for services only.
Steps to compliance in Netherlands
- Confirm in-scope status under the Netherlands transposition.
- Map your product against EN 301 549 v3.2.1 (WCAG 2.1 AA for web + chapters 5/11/12/13).
- Audit and remediate; pair manual review with automated rule scanning.
- Publish a Netherlands-language EAA accessibility statement (Article 13).
- Maintain technical documentation for market surveillance enquiries from Authority for Consumers and Markets (ACM).
